Cullen Harper was born on October 1, 1985 and was raised in Alpharetta, Georgia. During his high school years at Sequoyah High School, Cullen Harper played well, but ended his senior year early due to a shoulder injury. In spite of this disappointing season, Harper was still heavily recruited by many ACC schools, and eventually settled on Clemson.

In 2004, Cullen Harper redshirted. In 2005, Harper played in a single game against the Duke Blue Devils and completed a pass in 2 attempts. Harper was a back-up quarterback in 2006 and recorded 2 touchdowns without an interception.

In 2007, Cullen Harper was starting quarterback and played very well. He ended up first in the ACC for passing efficiency and the Clemson Tigers voted him as permanent captain of the Clemson offense.
